    Traffic stops and the use of drug sniffing dogs led to the arrest of five people on drug charges over the past several days by the Escambia County (Ala.) Sheriff's Office.     Republic Services will do its last pickup of residential garbage in Flomaton on Monday, Nov. 11, and Waste Pro will then begin picking up curbside garbage Friday, Nov. 15. Residential garbage service will then continue each Friday from Waste Pro and carts need to be placed curbside by 6 a.m. on Fridays to guarantee pickup.     For the first time since the Alabama Department of Education began issuing school report cards, Flomaton Elementary School and Flomaton High School each received an A when grades were released last week.     One Atmore man was arrested and another sentenced to 15 years and a day for violating Alabama's Sex Offender Registration and Notification Act for failing to properly register with the Escambia County Sheriff's Office on address changes.     The Flomaton Town Council approved its fiscal year 2019-20 budget that provides raises for employees, eliminated a proposed $5-per-month trash fee and set rates for residents using the dumpster behind town hall or curbside debris pickup.
