Commission agreed to stay status quo with its leadership by reappointing Raymond Wiggins as its chairman and Larry White as its vice chairman.     Qualifying for the 2018 election cycle in Alabama began Monday and one name will not be on the ballot after Escambia County Circuit Judge Bert Rice announced he will not seek re-election.
