    A suspect who was accused of attacking a woman Sept. 17 on Railroad Street in Flomaton was arrested in Jackson County, Fla., and extradited back to Escambia County Tuesday where he appeared before District Judge Eric Coale and was given a $5,000 bond.     Although they did not finalize approval on who will re-roof the Jay Community Center, the Jay Town Council Monday night discussed the two bids that were submitted and approved Project Manager Eric Seib to take questions to the less expensive company and bring the answers back to the council at the next meeting.     An Atmore man was charged with burglary III and theft of property IV after being accused of stealing a patient's file and other items at Atmore Community Hospital. Christopher Mike Dortch, 44, 1000 East Church St., was arrested Sept. 30 and transported to the Escambia County Detention Center in Brewton.
