    An Atmore man was charged with burglary III and theft of property IV after being accused of stealing a patient's file and other items at Atmore Community Hospital. Christopher Mike Dortch, 44, 1000 East Church St., was arrested Sept. 30 and transported to the Escambia County Detention Center in Brewton.     Escambia County (Ala.) District Attorney Steve Billy has filed his paperwork with Gov. Kay Ivey's office that he plans to retire at the end of the year. Billy's current term as district attorney doesn't end until 2028, so by law the governor will appoint someone to fill his unexpired term.     The Escambia County (Ala.) Commission passed its fiscal year 2024-25 budget Monday that shows $39.3 million in revenue and $38.6 million in expenses which included an across-the-board 50 cents per hour raise for all employees. The largest part of the budget was the General Fund which shows revenues and expenses of $16 million.
