Traffic stop leads to arrest

A Jay man stopped for running a stop sign Nov. 25 faces multiple felony drug charges and child neglect when law enforcement discovered drugs and paraphernalia within reach of a 3-year-old.

Larry Wayne Biggs, 43, 3271 Pine Level Church Road, was stopped at the intersection of Stewart Street and Dearborn Street in Milton for running a stop sign and having no operational brake lights while driving a white Chevrolet pickup, according to a Santa Rosa County Sheriff's Office report.

Officers made contact with Biggs and discovered one of the two front seat passengers was a 3-year-old who was not secured in a car seat or booster seat. The report said dispatch confirmed Biggs' license was suspended as of Oct. 14, 2014 and that he has a total of three suspensions for failure to pay.

When Biggs exited the vehicle and was placed in double locked handcuffs, a search of his person resulted in the stem of a glass smoking device with white residue in his front right pocket. In the driver's seat in plain view was a marijuana roach, the report said.

A search of the vehicle revealed approximately .1 grams of a clear rock-like substance that that field tested positive for methamphetamine in the floor board at the feet of the 3-year-old. A gram of spice was located in between the driver and middle seats, the report stated.

According to the report, both narcotics were located within reach of the child and could have caused harm to her. A bulb from the stem of a glass smoking pipe was also located in a cigarette pack in the floor board near the feet of the child. The report stated that the broken glass could have cut the child.

Dispatch also stated Biggs was a convicted felon as of 2006 and officers found shotgun shells in the glove compartment of the vehicle. Biggs advised officers he does use the ammunition to kill birds at a catfish pond and that he was a convicted felon numerous years ago but after 15 years he said he automatically got his rights restored. According to the report, the officer asked if Biggs had filed any paperwork to get his rights back and Biggs stated no.

Biggs was arrested and charged with felony possession of a weapon by a convicted felon, child neglect without great bodily harm, possession of a controlled substance without a prescription and two counts misdemeanor driving while license is suspended and possession of drug equipment. He was transported to the Santa Rosa County Jail and given a bond of $42,000.
