Century man charged with fraud, grand theft

A Century man was arrested last Thursday and is facing charges of grand theft and fraud following an investigation that revealed he had cashed multiple business checks even though no contractual services were delivered.

Donnie Jason Victor, 38, was arrested June 6 and charged with grand theft between $10,000 and $20,000 and misleading solicitation of payments/fraud when an investigation lead authorities to four checks totaling $12,704.18 to build a barn that Victor cashed against Joshua Neptune, which included engineer drawings and a roll-up door that were never delivered, according to a Santa Rosa County Sheriff's Office report.

The report said Neptune met with Victor at Country Side Construction in Milton to obtain a quote for a barn, then gave Victor a deposit check and signed a contract. Victor told Neptune the engineer drawings were ordered through Booker Truss.

The report stated that Neptune gave checks to the construction company beginning December 26, 2017 through March 6, 2018, when a final material payment check for $5,000 was given, according to the report.

Engineer drawings were to be picked up at Booker Truss, but Jarrod Booker never received a drawing from Victor. Booker spoke to Victor's brother, James Victor, who said he did not know where Donnie was. The report said Neptune attempted to reach Donnie but Donnie would not respond to his calls.

Neptune came to the Santa Rosa Sheriff's Office to conduct a photographic line up and positively identified Donnie Victor as the person he gave the checks to and conducted all of the business transactions, the report said.

A deputy conducted a search for business licenses for Donnie and James Victor through the Department of Business and Professional Regulations with negative results, the report said.

Donnie Victor was arrested June 6 and transported to the Santa Rosa County Jail and given a bond of $6,000.
